The provincial regulatory body of British Columbia, Canada responsible for accrediting private post-secondary institutions and ensuring minimum standards of quality and consumer protection is now called the Private Training Institutions Branch (PTIB).


In April 2014, the Ministry of Advanced Education announced they will assume direct responsibility for the regulation of private career training in BC. PCTIA was dissolved on September 1, 2016 when the responsibility for the regulation of private career training will be brought into government under a new name PTIB.

This transition has not been an easy one for Accredited, now Designated, institutions and it has not been made easy for those seeking Designation. Institutions are required to have a certificate from PTIB if they provide, or offer to provide, at least one career-related program with 40 hours or more of instructional time, and tuition of at least $4000. Language schools also fall under this umbrella, if students are issued a student visa.

The transition has not been any easy one for the regulators either. At a NACC Forum with Serge Buy on December 1st, members of the audience stated that some had been waiting more than six months for program approval.

There is a backlog for new program approvals, program updates, etc admitted to by a representative from PTIB attending the forum. They have hired people to help pre-screen and help them get back on track. A member of the audience asked if there was anything institutions could do to help move this along or get things approved faster. This question got me thinking...

I work with the forms library everyday and I have a sense of what PTIB is looking for in their applications. Help save yourself some time by asking for help before sending your documents to a single registrar who is buried under a pile of work with no end in sight as she is solely responsible for approving each application (requiring consent).
